Hard to say. If my aunty was my uncle she'd have balls. All hypothetical. I don't know that Gore would have been a great deal different just a matte of degree. Sure he could read and write and knew which way was up which I'm not sure Bush was capable of but a neo liberal through and through. Just more articulate like Obama and Clinton. The machinery would have been intact maybe just different operators. If it had happened on his watch I expect a military response. Perhaps more sophisticated.
