Cheney and Rumsfeld have been deep political players for decades.
For instance, they were involved in the early "limited hangout" cover up of the murder of MK-ULTRA scientist Frank Olson. Olson was murdered most probably because he was about to blow the whistle on terminal experiments involving British and American and Nazi scientists.
If the Democrats had been in power in 2001, Cheney would not have been VP. And thus, once 9/11 had started, he would not have had access to the Continuity of Government levers of power so insightfully identified by Peter Dale Scott.
However, I don't believe that a White House free of Cheney or Rumsfeld would necessarily have prevented the LIHOP or MIHOP scenarios for 9/11.
