The "quote" in fact derives from a private conversation between the care giver and me which took place in 2002. I'm not at liberty to identify this person.
I know the city in which Webster was said to be residing (if I'm not mistaken, a well known female JFK researcher tracked him down there), and I can state with confidence that my correspondent, who was known to me for about six months before the conversation in question, at the time knew little and cared even less about the JFK assassination. He/she was aware of my involvement in the case, and therefore offered the info to make conversation during a long automobile ride.
And yes, I'm aware of how disinformation is vented into a system, and I've thought about the likelihood of the game being afoot.
My educated opinion: My correspondent was/is as advertised: a "civilian." I focused my questions to him/her on the married-to-Marina statement, and in my judgement he/she was accurately reporting Webster's statements.

If an individual, through either his own volition or events over which he had no control, found himself taking up residence in a country undefined by flags or physical borders, he could be assured of one immediate and abiding consequence: He was on his own, and solitude and loneliness would probably be his companions unto the grave.

You can't blame the innocent, they are always guiltless. All you can do is control them or eliminate them. Innocence is a kind of insanity.
