Well,I was able to use the search function at the EF,and found the thread by Jim Glover.He basically claims that Phil Ochs was working undercover as a security spotter during the motorcade.I don't really have any reason to doubt his story,and there were no disagreements from other posters.It was an interesting read I thought,and Bill Kelly spiced it up nice with a Bob Dylan awards speech that was historical/hysterical.
