The article he used in his speech is for when the President is temporarily unable to carry out the duties of office. It calls for the Prime Minister to be head of government until the President's return. The next article is for when the President is dead or gone [the case] and will not return [the case] and calls for the Prime Minister to form a coalition caretaker government and call for early elections. I know the opposition will be calling for him to change from the one article to the other today! mallprint:
