Even if the points of view are similar, it does not necessarily mean that the photographers were standing next to each other.
Furthermore, in the Altgens photograph the president is looking to his left, whereas in the Hughes frame he is looking to his right (see attached graphic).
So, clearly, the two exposures were made at least a second or two apart, which explains why the cop is visible in one and not the other and why the background personnel differ.
I agree that the anomaly looks odd. What do the frames immediately before and after this one look like?
