The weapons them selves are fairly strictly controlled and accounted for (but not all) but there was a large trade in the spare parts which seemed to be largely unregulated thereby creating a whole lot of new weapons which are not even in the statistics. I have heard it was the same in other militaries but can't say if things have changed one way or another. The Quatermaster is a very important person in the chain.
