Because it's part of the "message" ... it's the same message sent to the voter now that was sent to the US government on 11/22/63, to the voter on 6/5/68, and to the world on 9/11/01: "we are in charge and there is nothing you can do about it."
The only thing left to figure out is who the "we" is. It is a chameleonic beast with many faces, but its singularity can be determined using a number of methods.
