My own take on it is that Mengele is a representative of Bastard Genetic science - or more accurately eugenic "research". His "speciality" is breeding.
Whilst intelligence agency "research" such as MKULTRA and its equivalents was geared more towards practical operational use in the field (plus using drugs as truth serums in interrogations etc).
Crudely, Mengele wanted to know how to breed blue Aryan eyes and eliminate brown Gypsy eyes. And much worse. A twin provided a perfect "control" subject - in bastard scientific terms.
Whilst the spooks wanted to know how to mould and break people from infancy and use them reliably in covert operations. Twins, siblings, lookalikes offered great potential for hiding trails (the perfect alibi), creating confusion and running intensive 24/7 ops.
Oh and in blackmailing people in key positions to "own" them.
