Because it is posted at legit.gov? Well, seriously, I think it is simply a reference to the creation of a new MOS (military occupation) listing. It would be as if the executive committee running DPF stated it would like volunteers with certain skill sets to help manage, label for SEO, and cross-link posts and threads. The skill set can be used by anyone associated with the effort. But I suspect you are right; the actual work may be done by contractors who would simply use the new MOS in applying for the role, the funds or in billing. We can, I think -- based on past examples -- assume that the contractors will not comply rigidly with the specs, and take liberties in their applications.
