STEP ONE: Create a first-class tall tale that points away from truth even as it poses as truth.
STEP TWO: Get the ultimate RVIP -- Relevant Very Important Person -- to buy into it.
STEP THREE: Kill the RVIP soon after the purchase.
STEP FOUR: Beg the conclusion that the RVIP was murdered because he came into possession of the "truth" and was ready to expose it.
RESULT: The tall tale's bona fides are enhanced. The RVIP, who otherwise was a threat, is eliminated. Thus the value of Bud Fensterwald's lesson that "every intel op has at least two objectives" once again is underscored.
