Fetzer is mentioned in the acknowledgments. I've read the book in its entirety one time, and annotated it in red fine Sharpie in preparation for further comments about the book, likely within the next 36-48 hours. I do not recall seeing Fetzer mentioned in the text, or in the footnotes, though I suspect his communications with the author was in regards to electro-magnetic interference with avionics. I just checked the index for "Fetzer" and there is no "Fetzer" reference indexed.
It is really amazing to see people who are supposedly interested in ascertaining more about deep politics and the events of the world in a sea of disinformation and misinformation in the ocean of black ops, black budgets, and "diabolically evil forces that have betrayed and subverted democratic values" have such knee-jerk reactions to the mention of a name.
"... there can be no rest for honest men", says the author on page 215 in the Epilogue.
To quote Richard Wolman, Ph.D. from his Random House publication in 2001 entitled "Thinking With Your Soul: Spiritual Intelligence and Why It Matters":
"... you're always going to get a deep-seated emotional response to what's happening before you can fully perceive and understand what's happening."
