Ah yes, that would be Paul Kengor, author of "The Crusader: Ronald Reagan and the Fall of Communism", and founder member of Austrian School and Evil Red Empire nutcase thinktank, The Center for Vision and Values.
It's part of Grove City College, which hosts several thinktanks and appears to be a school dedicated to "faith and the free market".
