Wayne Madsen has a range of deep black sources, and his pieces are always worth reading.
However, my instinctive reaction to this story - of a series of truly massive commercial/entertainment real estate projects in New York - is:

Like Reagan's "Star Wars", the "Cornerstones" strike me as projects that will receive huge funding and ultimately deliver very little in practical terms.
The "Cornerstones" are huge washing machines for laundering cash. I suspect that that cash will be used not just to enrich the insiders named in the article, but also to fund deep black, off-the-books, covert operations.
