Charles - PCR gives no clear indication as to when the committee was created or whether it was a creation of President Reagan. I find it hard to believe that Reagan had either the power or will to create such a committee.
According to the wiki page on PCR:

So, from the brief mention in the Pravda interview of PCR in the OP, this would suggest that he joined the committee in late 1981 or perhaps 1982 when he "retired" and went to the Center for Strategic and International Studies, then part of Georgetown University.
I quite like PCR - he's a provocative thinker. However, I have huge difficulty buying his account of Reagan's core philosophy, and the claim that there was a "super secret committee" with "subpoena power over the CIA" which set out to end the Cold War.
