What is more accurate is that assorted Islamic people were induced into carrying out a plot and became the patsies and had little control over the actual event. Those who induced or facilitated the event went on to use it as the justification of wars, and assorted assaults on democratic rights of the people. The LIHOP plot was hugely successful for these guys. Everyone else took it on the chin.
Those who "induced" (Sponsors?) the event by definition would have MADE -- as opposed to LET -- it happen.
Again, your inability to understand the larger subject at hand -- Deep Politics -- is both painfully obvious and fatally damaging to your credibility as an analyst of deep political systems and operations.

You can't blame the innocent, they are always guiltless. All you can do is control them or eliminate them. Innocence is a kind of insanity.
