I've taken the liberty of extracting some important posts from the Piper trainwreck, and creating a dedicated thread here.

Starting with Anthony Thorne's excellent contribution.

I'm curious to read more about the Permindex role in Gladio. As of late, I've been interested more recently in potential links overt and covert between Gladio and the Rand Corporation, and how those links may still be active today. If you Google 'Gladio Rand Corporation' a variety of pages come up noting links between the two regarding certain figures. François de Grossouvre, the leader of the active Gladio segment located around Lyon, France, reportedly maintained links with the Rand Corporation during his later exile in the US, prior to his April 1994 suicide that involved two bullets to his head. Elsewhere, Constantin Melnik, the onetime head of the Service de Documentation Extérieure et de Contre-Espionnage (SDECE), and creator of the state-sponsored Red Hand terrorists that committed false flag attacks during the Algerian war, is quoted at the following link

The likely involvement of the Rand Corp in Gladio becomes clearer as you scan through related info. Various Rand Corp publications, old and new, seem designed to serve as useful propaganda. John Arquilla, a professor of defence analysis at the Naval Postgrad School in Monterey, California, and a Rand terrorism consultant', published a 1999 monograph entitled Countering the New Terrorism'…

At the time of publication, Arquilla clearly smelt something in the wind. According to the Rand site, Arquilla's book "Traces the recent evolution of international terrorism against civilian and U.S. military targets, looks ahead to where terrorism is going, and assesses how it might be contained", while noting that "…changes in the sources and nature of terrorism may affect the use of unconventional terror. The authors propose counterterrorism strategies that address the growing problem of homeland defence." In plain English, these newly evolved international terrorist groups' located by Rand expert Arquilla are considered likely to undertake unconventional' attacks against civilian and military targets inside the homeland' in the near future. When those attacks finally took place in 2001, Arquilla responded with the following:

"When conventional military operations and bombing failed to defeat the Mau Mau insurgency in Kenya in the 1950's, the British formed teams of friendly Kikuyu tribesmen who went about pretending to be terrorists. These pseudo gangs', as they were called, swiftly threw the Mau Mau on the defensive, either by befriending and then ambushing bands of fighters or by guiding bombers to the terrorists' camps."

Arquilla suggests that western intelligence should copy the tactic to help defeat contemporaneous terror networks. "What worked in Kenya a half-century ago has a wonderful chance of undermining trust and recruitment among today's terror networks. Forming new pseudo gangs should not be difficult." Making reference to John Walker Lindh, Arquilla notes, "If a confused young man from Marin County can join up with Al Qaeda, think what professional operatives might do". As with the PNAC document, you have to wonder at times who the intended readership of these documents really were, and whether they were intended to be taken as a green light rather than simple academic observations.

The above seems more telling to me in light of the following. In 1972, the Rand Corporation harnessed their respective think tanks and academic personnel to initiate the 'RAND Database of Worldwide Terrorism Incidents'. From the following page -

"For 40 years, the RAND Corporation has been at the forefront of terrorism and counter-terrorism studies. In support of this work, RAND has developed and maintained a database of terrorism incidents stretching back to 1972, which is widely regarded as the gold standard for comprehensive information on international and domestic terrorism. Over the years, many public and private sponsors have contributed to the maintenance of the RAND Database of Worldwide Terrorism Incidents (RDWTI) and its predecessors, the RAND Terrorism Chronology and the RAND-MIPT Terrorism Incident Database."

Unsurprisingly, the database doesn't mention Gladio. The Rand chronology dates the beginning of their database to just when the Gladio attacks were running full steam (circa the Peteano Massacre) and a 'crucial' meeting (according to General Geraldo Serravalle, noted in a Guardian quote on the Gladio page at Wikipedia) took place regarding future Gladio strategy. Immediately after this, Donald Rumsfeld left the US for Belgium to serve as the US Ambassador to NATO in February 1973, placing him geographically and strategically in concert with the Gladio actions. Rumsfeld was later the Rand Corporation's Chairman of the Board from 1981 - 1986, then again from 1995 - 1996, overseeing the organization that, through their lauded database and publications like Arquilla's, helped construct the mainstream narrative regarding the sources and exponents of terrorist attacks against the west. (There seem to be various links between the Bush administration and Rand Corp. Steve Rosen, member of the Bush/Rice National Security Council [and later indicted for conspiracy under the Espionage Act] was a predecessor of Rumsfelds at Rand Corp from 1978 to 1982.). Rumsfeld would initiate the P2OG group and set it to follow the counter-gang strategy as outlined by Arquilla. Rumsfeld also oversaw the deletion of 2.5 Terabytes of data pertaining to Able Danger, an operation suggestive of counter-gangs and double-agents operative within the disparate collection of hijackers' that were carefully tracked and shielded from investigation prior to 9/11. I personally suspect the Rand terrorism database detailed above (an exercise in controlling the narrative that apparently stretches across four decades) was initiated at the time that it was for less than benevolent reasons, by people that foresaw how it would be a useful method in the future of framing and controlling the debate regarding terror attacks such as those overseen by de Grossouvre, Melnik and decades later, if not also in the early 70's - Rumsfeld.
