Detailed somewhere on one or two threads on this Forum is the belief expressed by Peter Dale Scott that while there is clear evidence that COG was invoked on 9/11/01, there is NO evidence that it was ever removed...and the very real possibility exists that we are STILL in such a COG state, but that it is being kept secret from the public. It would certainly explain many things.
