With the global energy situation as it is, my guess is those plans will actually be realised in the not-to-distant future - with all the violent, centralised authoritarian repression that implies. The problem is that the population densities of the 'developed' countries - not to mention the rest of the planet - are way in excess of what can be supported by past feudal models without a major die-off - engineered or otherwise.
