The single trouble I have with Naomi Klein's work is that she specifically excludes conspiracy. Disaster capitalism, as she defines it, takes advantage of disasters by having templates in waiting, which could never be implimented by any other than a shocked public. They are the masters of opportunism. Her work excludes a deep political lens. Who could think that putting cities into trouble could be foreseen and planned?
Ask John Perkins in Confessions of and Economic Hit Man whose job it was to plan and impliment economic disaster in third world countries. He was instructed to use debt as a weapon that would be used to the advantage of large economic interests. Fits into the Predetory State narrative. The template is there; it has been implimented before. Why not engage in asset stripping on the domestic front?
