There are more than a few troubling aspects about this article. If real [or even if a psyop] it tells people that those with a little bit 'o technical/electrical knowledge and wee bit of money can build a hidden device to kill those they don't like. An old technique the military used and still uses to get rid of people they don't like is have them stand for a photo op near the nose of fighter plane and turn on the radar - gives them a lethal dose of radiation...they die a few days later of leukemia, usually - but it can cause other forms of death. This is just the handyman's version on wheels. Seems like a very charming guy. Surprised the government would want to lock him away, rather than recruit him.
