The 'War on Drugs' is SUCH a sick JOKE - and always has been. No joke, however, how many lives end or are destroyed by it and the cartels [who work together much of the time - a few feuds over turf and funds, at times]. This latest twist is a strange one...but not the first, nor likely the last.
