I think there were MANY Dallas police who were roped into the cover-up of both JFK and the Oswald killing, who were not involved in the plot ahead of time. Protect the department, your career, your pension, the city's reputation, your life and family...the institutional pressure to go along with an official story is overwhelming.
Tracy, I wasn't implying he was part of the plot to kill JFK. All I was saying was that he was involved in enough dubious activities concerning the framing (and elimination) of Oswald as to question the level of his awareness and participation in it.
And, what you say could apply to many participants in the broader cover-up, not just the Dallas police department. Cover stories, institutional or bureaucratic pressure or inertia, compartmentalization, following of chain of command, etc., etc. We are familiar enough with this kind of thing, I think.
