I do seriously wonder how many headline terrorists/terrorist acts were either known in advance and permitted to happen, or were the work of "terrorists" controlled by the home team -- as in the case of "Stakeknife", the IRA double agent, Freddie Scappaticci.

It makes one wonder about historical fact as being the preserve of the victors...
