A bit speculative, but possible, and would explain better than most things the 'reason' for NO investigation, really...and just letting the whole thing die, as did the man....in an unexplained manner.
Peter- I'm not claiming direct cause-and-effect, simply drawing attention to the types of illegal activiity that GCHQ was involved in.
Gareth Williams had much higher security clearance than Snowden, so he would have known of operations above and beyond spying on friendly governments and one's own citizens.
