I think there is no doubt it was a coalition of interests that were involved, but you are missing a logical point, in that scenario nobody takes the decision to actually do it. For it to happen at all somebody somewhere or some group of people had to actually give the order to do it. Who did that? Who has the authority to take such a decision? Bearing in mind the disparate groups involved and massive scale of the cover-up the people who gave the initial order must be 'above' all levels of government and all those involved, so who would that be? Who actually took the decision and set the ball rolling?
