Sounds to me like the French are blame storming because they've been caught bare-arsed in spying.
A major factor here may be the historic background of Thales Group who supplied the satellites. It's history is Anglo American with American company Thomson-CSF/General Electric and Britain's Racal Electronics being prior major components of what is now Thales. Although now French owned, staff will still be multinational in complexion I should think, and there would, I suspect, be no real difficulty in factoring in snoop components into the build.
