When I was in Jerusalem two years ago, if a non-ultra-orthodox Israeli tried to drive through certain neighborhoods, they were harassed by the locals. I was there during the last big incursion into Gaza. I very nice secular Israeli talked about how nice it was that Israel could be united for a change! How nice it was.
Like I said, to impose a settlement, would unleash a whole ration of flying, hot lead. IMO.
