Make the serfs pay and "educate" them at the same time. Usually it is two or more strands that come together to form a policy like this, making it irresistible to all the involved parties.
But not the people. They don't count.
The shadow is a moral problem that challenges the whole ego-personality, for no one can become conscious of the shadow without considerable moral effort.
