Can this be proven or disproven - or is this just a shock value sound bite which anyone can conjur up after the fact?
i.e. - Putin planned for Sochi and world attention years before to garner attention and increase his status as a world leader so he could compete with the US on the same playing field with the invasion of the Ukraine...
In his mind's eye, any fear that can be spread to the masses benefits the Sponsor... and of course we agree...
yet his point is rendered moot if 115,000 people voted the other way...
