I guess the answer is "Yes" according to everything that is known. Maybe CIA thought that the flaw was a guaranteed kill shot might not be made by the hypnotic assassin so he would be used to draw attention while the CIA killer took precise shots like with RFK. But the answer is, yes, they obviously trusted the MK-ULTRA programming to pull it off. And what about Chapman? He allegedly took the shots. Or was Astucia correct and the kill shots were taken from the portal in the tunnel? In any case the MK-ULTRA programming was very successful.
