I think what Simpich is suggesting is the second....that the mole hunt was penetrated or turned [by whoever triggered the initial mole hunt] and used to blackmail most of rest of the CIA [and other intelligence apparatus] to forever keep their silence on what they might know [and not REALLY explore what they might not]....as well as to withhold documents, tell lies, create false trails, etc.
Some who were working in or had once been in the CIA were involved [as were other groupings] - but they blackmailed all that were not...and managed also to blackmail those portions of their agencies or groupings not in on the plot...it was a 'beautiful' coup from the point of the plotters....50 years on and only a handful [regarded by most of American society as paranoid conspiracy theorists] have a grip on what the elephant in the [darkened] room looks like from sensing parts of it. The plot was amazingly complex....amazingly complex and fantastic tradecraft - strictly fascist and putschist ideology. We had a coup d'etat. We live under it still.
