The rate of twist for the riflings in the 7.35mm M38 short rifle were 1:9.45. I don't know the precise measurements for the lands and grooves in the M38 but, from what I am told, they maintained the same land to groove relationship as was in the M91/38.
As the 7.35mm bullet weighed only 128 grains, as opposed to the 6.5mm bullet at 162 grains, it was felt that the slower rate of twist was sufficient to stabilize the lighter bullet.
