He's lucky he didn't get booted out of the FBI! But, it is NO surprise he had 'limited access' to Milteer. JEH was completely in on the cover-up and there is some evidence he knew before the fact about the 'hit' and did a LIHOP. Hoover's FBI was Uber-corrupt; today's FBI is only a tad less so in not having one strongman at the top - but is still institutionally corrupt and doing the bidding of the hidden ruling elites - not interested much in real crimes and real criminals - more in being a political police unit.
