I think they said that at the very, very last minute only to stop publication - hoping for it never to resume with other tricks. That said, they always have wars planned, and the ones that seem most obvious would be in Ukraine and Iraq, but I can think of others - and have always been surprised by where they invent unseen [and non-existent] enemies and 'terrorist threats' to the USA.....:
