I think its a bit too trusting(?) of the government's supposed adherence to its own rules to jump from point A: "Ruby rode on a secret plane" to B: "Ruby had a security clearance". There's also the possibility of blackmail, or bribery, or someone just doing a favor for the local pimp to get a bit of "face time" with a dancer. TI might have been interested in marketing thier system to smugglers in the event a government contract didn't work out. Or perhaps even if it did.
