Israel, of course, has a very simple rejoinder to your 'proposal of responsibility', which is: there is no occupation; thus they have no responsibility. I know it is absurdly false ::cuckoo::, but with the USA playing along on this the Palestinians are in deep trouble unless help comes from Europe and the Arab nations....somewhere!
