According to the book The Wise Men, Robert Lovett had recommended him for the job (Lovett had been JFK's first choice for the job). McNamara wrote in In Retrospect that he believes that John Kenneth Galbraith also recommended him for the job.
As for nuclear war: I would guess that it was the Cuban Missile Crisis and two different episodes in Berlin.
