Philip Campbell Wehle (September 5, 1906 September 20, 1978) was a Major General in the U.S. Army and the Commanding General of theMilitary District of Washington (MDW) (CG MDW) from 1962 to 1965.
A Major General is 2-stars. Admr Galloway were 3-star and LeMay 4....
Lipsey may have actually flown the body to Bethesda with Wehle

The hearse carrying Kennedy's body arrived at Bethesda Naval Hospital's rear entrance, a loading dock. Lipsey and Wehle had hopped from Air Force One to the hospital in a helicopter. A "decoy" hearse, accompanied by Jacqueline Kennedy and presidential aides, had arrived at the front of the hospital a few minutes earlier.
The entire world had watched JFK's Dallas casket being loaded into the same vehicle with Jackie, Bobby et al...
Lipsey would have us believe this was a decoy, casket and all, at the front of the building while the real casket was taken in at the rear...
The interpretation of this was
It was Lipsey's testimony about the "decoy" hearse to House investigators in early 1978 that gave rise to the notion that the body undergoing the autopsy wasn't Kennedy's.
Rather than admitting the actual truth, that Lipsey actually gave us the truth for some strange reason, that the casket WAS empty and the body had been flown to Bethesda already, probably in his helicopter... Wehle was Army, Galloway Navy, LeMay AirForce, and Burkley his personal doc silenced military men into changing the evidence.
The Evidence IS the Conspiracy. What had been done to JFK by the time Lipsey sees him, or claims to, is completely unknown...
It just did not accurately represent what occurred in Dallas... and never will.
