The term COG or Continuity of Government; even the general concept are unknown to 99.5% of the American population and much of the World. The secret is camouflaged in plain sight; the din of the disinformation and dumbing down of the populace sufficient, sadly, to keep all but a few from seeing the larger and tragic picture. Not even a major figure in all this, but a player for sure, Oliver North rather than going to prison is now a popular radio host and wealthy man. Rumsfeld and Chaney are also not in prison nor even thinking of some island retreat - they likely still have their hands on the wheels that really steer the Structures behind the State. I would imagine there are yet others who's names we don't know who act in concert with those few we do know of. The structure seems to have remained intact and only grown in size and technical sophistication from about the beginning of World War II to present. Just as in 1984 black was white and war was peace - Continuity of Government is another oxymoronic misnomer. It is in fact a total, and attempt at, a final discontinuity of the government!
