That's what I mean. If the actual break-in was a CIA operation, and Woodward was CIA, why would Woodward contribute to putting fellow CIA assets behind bars?
You're assuming that he was both a witting asset and "in the know" vis-a-vis the bigger picture. The former is possible but the latter is highly unlikely.
