I agree that there isn't enough evidence at the moment to conclude that this is a manufactured outbreak or intel/biowarfare operation, but it sure does smell like one. I am keeping an open mind for now but, as you say, even if this is an entirely natural phenomenon it still opens the door for all the things discussed by Rappoport above. I guess we will see how it all plays out over time...
