The point these aggressive demagogues for the powerful are missing is that it was that very "war time footing" that was responsible for the aggressive murder of citizens by the police and subsequent corrupted ruling in favor of the violators.
People like Giuliani blithely say "If these people have a grievance they can sue in court". Forgetting that those same courts failed to give any recourse to those the police murdered.
Just the fact Giuliani uses that 4-minutes-to-save-a-heart-attack-victim weaseling shows what a dishonest bastard he is and how much contempt he has for the people and the problem they are protesting. I don't think he realizes he's accenting the problem the people are protesting in the first place by doing that, which just shows how out of touch police-oriented authoritarians like Giuliani are. I mean who does he think he's fooling? Giuliani is just representative of the neo-con movement in government that followed the CIA assassination of Kennedy and installation of Ronald Reagan and Rockefeller drug laws designed to defeat any political movements of the people in America.
