First of all, Helms was found guilty of perjury about Chile.
Lawrence Walsh indicted at least two CIA higher ups during the Iran Contra scandal.
The HSCA was not actually going to do the indictment. They prepared the indictments for the Justice Department.
And I disagree with you about the ramifications. if Phillips lied about Oswald and the survival of the tapes, and the FBI said the tapes did survive and are not Oswald, then that provides a reason for Phillips to lie. Because someone was faking Oswald's voice on the tapes and he tried to cover this up.
That had the potential to unravel the whole paper mache deception the CIA had going about Oswald in Mexico which, as David Josephs is showing at CTKA, was very likely compete fiction.
To do that seven weeks in advance of the murder of JFK, and then unleash it on the day of the assassination as a cover story, I mean does it get any more incriminating than that?
