You may wish to read "Act of Treason" by Mark North (1991) in which North's research indicates that Hoover knew of the Marcello contract on Kennedy's life, and deliberately failed to act on the information, and in fact failed to forward pertinent information to the Justice Department.. Of course we know that the FBI's part in this affair amounted to a great deal more after the shooting; North has evidence of the FBI tampering with paper records, and we know from Bob P. that the FBI ballistics guys lied under oath to the WC, plus the surreptitious transfer of evidence to the FBI and back to Dallas PD, etc.
