Why were even the 1200 captured 1961 CIA invasion prisoners themselves against
the Castro offer of 'Tractors For Prisoners' exchange?.
And why did Castro suddenly reject the U.S. deal that he despertly wanted
when the 500 D-9 Caterpillar tractors were ready for shipment to Cuba?

Maybe there was a better offer from the USSR? Less strings more equipment. I know Cuba became heavily dependent of Soviet machinery which became a liability during the Special Period.
