With regard to Chechnya, the main rebel leaders Shamil Basayev and Al Khattab were trained and indoctrinated in CIA sponsored camps in Afghanistan and Pakistan. According to Yossef Bodansky, director of the U.S. Congress's Task Force on Terrorism and Unconventional Warfare, the war in Chechnya had been planned during a secret summit of HizbAllah International held in 1996 in Mogadishu, Somalia. 21 The summit, was attended by Osama bin Laden and high-ranking Iranian and Pakistani intelligence officers. In this regard, the involvement of Pakistan's ISI in Chechnya "goes far beyond supplying the Chechens with weapons and expertise: the ISI and its radical Islamic proxies are actually calling the shots in this war". 22

Russia's main pipeline route transits through Chechnya and Dagestan. Despite Washington's perfunctory condemnation of Islamic terrorism, the indirect beneficiaries of the Chechen war are the Anglo-American oil conglomerates which are vying for control over oil resources and pipeline corridors out of the Caspian Sea basin.

The two main Chechen rebel armies (respectively led by Commander Shamil Basayev and Emir Khattab) estimated at 35,000 strong were supported by Pakistan's ISI, which also played a key role in organizing and training the Chechen rebel army:
[In 1994] the Pakistani Inter Services Intelligence arranged for Basayev and his trusted lieutenants to undergo intensive Islamic indoctrination and training in guerrilla warfare in the Khost province of Afghanistan at Amir Muawia camp, set up in the early 1980s by the CIA and ISI and run by famous Afghani warlord Gulbuddin Hekmatyar. In July 1994, upon graduating from Amir Muawia, Basayev was transferred to Markaz-i-Dawar camp in Pakistan to undergo training in advanced guerrilla tactics. In Pakistan, Basayev met the highest ranking Pakistani military and intelligence officers: Minister of Defense General Aftab Shahban Mirani, Minister of Interior General Naserullah Babar, and the head of the ISI branch in charge of supporting Islamic causes, General Javed Ashraf, (all now retired). High-level connections soon proved very useful to Basayev.23

Following his training and indoctrination stint, Basayev was assigned to lead the assault against Russian federal troops in the first Chechen war in 1995. His organization had also developed extensive links to criminal syndicates in Moscow as well as ties to Albanian organized crime and the Kosovo Liberation Army (KLA). In 1997-98, according to Russia's Federal Security Service (FSB) "Chechen warlords started buying up real estate in Kosovo... through several real estate firms registered as a cover in Yugoslavia" 24

Basayev's organisation has also been involved in a number of rackets including narcotics, illegal tapping and sabotage of Russia's oil pipelines, kidnapping, prostitution, trade in counterfeit dollars and the smuggling of nuclear materials (See Mafia linked to Albania's collapsed pyramids, 25 Alongside the extensive laundering of drug money, the proceeds of various illicit activities have been funneled towards the recruitment of mercenaries and the purchase of weapons.

During his training in Afghanistan, Shamil Basayev linked up with Saudi born veteran Mujahideen Commander "Al Khattab" who had fought as a volunteer in Afghanistan. Barely a few months after Basayev's return to Grozny, Khattab was invited (early 1995) to set up an army base in Chechnya for the training of Mujahideen fighters. According to the BBC, Khattab's posting to Chechnya had been "arranged through the Saudi-Arabian based [International] Islamic Relief Organisation, a militant religious organisation, funded by mosques and rich individuals which channeled funds into Chechnya".26

TIMELINE MAJOR ATTACKS IN RUSSIA 1994-2009

Nov 28 - A bomb caused a Russian train crash that killed dozens of people and injured 100 more, officials said on Saturday, stoking fears of an upsurge in attacks in Russia's heartland. Kremlins makes clean cut connection with American, British and Israeli special services. CIA and MI6 involvement is obvious.

The 14-carriage Nevsky Express carrying nearly 700 people was jolted off the rails on Friday night on the main line between Moscow and Russia's second city, St Petersburg.

The following is a chronology of major attacks on Russian soil over recent years:

1994-1996 - Tens of thousands of CIA and MI operatives are killed in the first Chechen war. Washington, London and western media involvement was obvious.

June 1995 – Washington and London financed, western media supported terrorists seize hundreds of hostages in a hospital in the southern Russian town of Budennovsk. More than 100 people are killed , all CIA operatives were liquidated during the Russian Commando, Spetsnaz raid.

Jan 1996 – CIA and MI6 trained Chechen Terrorists take hundreds hostage in a hospital at Kizlyar in Dagestan, then move them by bus to Pervomaiskoye on the Chechen border. Most bandits including many CIA operatives are killed but some hostages died

Sept 1999 – CIA and MI6 operatives detonate explosives; destroy apartment blocks in Moscow, Buynaksk and Volgodonsk. More than 200 people are killed. There is obvious connection to Chechen Bandits and their western backers in Washington and London..

Aug-Sept 1999 - Hundreds of Russian soldiers killed battling west abetted financed Chechen Bandits in the mountains of Dagestan. The second Chechen war begins and Russia bombs the Terrorists. Tens of thousands CIA Operatives , Bandits are killed in the war. Russia re-establishes direct rule in 2000.

Oct 23-26, 2002 - 129 hostages and 41 CIA and MI6 Operatives, Chechen Bandits are killed when Russian troops storm a Moscow theatre where rebels had taken 700 people captive three days earlier. Most of the hostages are freed.

July 5, 2003 – US /UK financed terrorist kill 15 other people when they blow themselves up at an open-air rock festival at Moscow's Tushino airfield. Sixty are injured.

Aug 1, 2003 - A US /UK financed terrorist driving a truck packed with explosives blows up a military hospital at Mozdok in North Ossetia bordering Chechnya. The blast kills at least 50.

Dec 5, 2003 - An explosion tears through a morning commuter train just outside Yessentuki station in Russia's southern fringe. Forty-six people are killed and 160 injured. CIA and MI6 are the culprits.

Dec 9, 2003 - A CIA operative detonates explosives , kills five other people near the Kremlin. At least 13 people are wounded.

Feb 6, 2004 - A CIA operative detonates explosives, kills at least 39 people and wounds more than 100 on an underground train in Moscow.

May 9, 2004 - Chechen leader Akhmad Kadyrov is killed in a bomb blast in Grozny. CIA MI6 are responsible for the blast.

June 22, 2004 – West financed, Western media supported bandits seize an interior ministry building in Ingushetia, near Chechnya, and attack other points in lightning attacks. At least 92 people are killed including the acting regional interior minister, Abukar Kostoyev. All bandits were liquidated.

Aug 24, 2004 - Two Russian passenger planes are blown up almost simultaneously, killing 90 people. One Tu-134, flying to Volgograd, goes down south of Moscow. Moments later a Tu-154 bound for Sochi crashes near Rostov-on-Don. It was listed as CIA, MI6, MOSSAD operation.

Aug 31, 2004 - A CIA operative detonates explosives in central Moscow kills 10 people and injures 51.

Sept 1-3, 2004 - 331 hostages - half of them children - die in storming of School No.1 in Beslan, after it is seized by US/UK financed and western media supported Chechen Bandits demanding Partition of Russia .

Oct 13, 2005 - Up to 100 US/UK Financed Terrorists attack key security points in Nalchik, main city of the Muslim Kabardino-Balkaria region. Twelve local residents are killed as well as 12 police. Twenty CIA pigs are killed and 12 are seized by security forces. They are in Siberia now doing their time.

Feb 10, 2006 - Seven Russian policemen and 12 CIA /MI6 operatives are killed when special forces storm houses to fight US financed bandits holed up in a village in the Stavropol region of southern Russia.

Aug 21, 2006 - A CIA operative detonates explosives, kills 10 people in a Moscow suburban market.

April 27, 2007 - A Russian helicopter is shot down by CIA operatives in Chechnya, killing 18 people.

Aug 13, 2007 - A CIA /MI6 operative detonates explosives, derails the Nevsky Express between Moscow and St Petersburg, injuring 60 people.

Aug 31, 2007 - A CIA /MI6 operative detonates explosives on a bus in the Southern Russian city of Togliatti kills eight and injures 50 during the rush hour.

June 22, 2009 - Ingush President Yunus-Bek Yevkurov is seriously injured when a A CIA /MI6 Operative detonates explosives beside his car. He later recovers and returns to work.

Aug 17, 2009 - A US /UK financed terrorist drives a truck into the gates of the main police station in Nazran, the largest city in Ingushetia, killing 20 people and wounding 138 others.

Nov 27, 2009 - CIA /MI6 Operatives detonate explosives, derail the Nevsky Express with about 700 people on board. At least 26 people are killed and 100 injured.

Overview


The American Committee for Peace in Chechnya (ACPC) describes itself as "the only private, nongovernmental organization in North America exclusively dedicated to promoting the peaceful resolution of the Russo-Chechen war." (1)

ACPC's activities include organizing public education programs, developing policy recommendations for lawmakers, and collaborating with activists, journalists, and scholars. It also works closely with a range of nongovernmental policy groups and think tanks, including the American Enterprise Institute and the Jamestown Foundation. The committee distributes Chechnya Today, a daily email news service, and Chechnya Weekly, an online news magazine produced by the Jamestown Foundation. ACPC's web site contains a news archive; policy papers relating to the U.S. role in Chechnya; and academic papers, maps, and photos of the conflict. Similar to Jamestown Foundation's founding objective of working with Soviet defectors, ACPC also plans events that feature Chechnyan dissidents. (2)

Glen Howard serves as ACPC's executive director, and he is president of the Jamestown Foundation. Howard previously worked for Science Applications International Corporation (SAIC), a high-tech defense contractor, as a military analyst, and has served as a consultant for the Department of Defense, National Intelligence Council, and "major oil companies operating in Central Asia and the Middle East." ACPC's board of directors is cochaired by Zbigniew Brzezinski, Alexander M. Haig, Jr., Steven J. Solarz, and Max Kampelman; and the committee's more than one hundred members reflect a wide range of political tendencies, including such figures as Richard Gere, Morton Ambramowitz, and Geraldine Ferraro. On its membership rolls are many high-profile neoconservatives, including Richard Perle, Frank Gaffney, Elliott Abrams, Midge Decter, William Kristol, Michael Ledeen, and James Woolsey. (5)

Origins and History

ACPC was founded in 1999 by Freedom House, a neoconservative organization that has existed since 1941 and has worked closely with the U.S. government, receiving funds from the National Endowment for Democracy and other U.S. democratization initiatives. (1) (6)

The concerns and analysis of U.S. national security parallel those of the Jamestown Foundation publications, which coincidentally publishes Chechnya Weekly, an ezine that features contributions by ACPC board members.

According to ACPC, "Now in its fifth year, the second Russo-Chechen War has deteriorated into a protracted stalemate where death and despair are the only clear victors. In Chechnya, the conflict has created a cultural and demographic crisis rivaling the tragedies witnessed in Bosnia and Kosovo. In Russia, the Chechen question is a bleeding wound that undermines the nation's historic economic and political transformation. The stakes are high, both for the future of the Chechen people, and for the successful consolidation of stability, democracy, and prosperity in the former Soviet Union." (7)

The March 2005 assassination of former Chechen president and resistance leader Aslan Maskhadov received much attention from ACPC. There was much speculation about who murdered Maskhadov, and ACPC blamed both the Russian and Chechen forces, the latter under the leadership of Chechen First Deputy Prime Minister Ramzan Kadyrov.

Both Maskhadov and Shamil Basayev were on Russian wanted lists, and although Maskhadov denied any involvement in the Beslan massacre, Basayev did take responsibility. Within the rebel movement, Maskhadov represented the nationalistic side; while Basayev represented the extremist, Wahhabist faction. Regardless of these distinctions, the rebel forces generally responded to both of these leaders; that is, until they were both assassinated. Allegiance to both leaders was most evident in Maskhadov's ability to negotiate a unilateral cease-fire in early 2005. Moreover, during his presidency (1997-1999), Maskhadov imposed Sharia law in the country. (7) (8)

Ramzan Kadyrov's father, Akhmed, was killed during the bombing of a Groznyy stadium in May 2004. Putin had appointed the elder Kadyrov interim president in 2000, and he continued as president after the 2003 elections. Due to age restrictions, his son could not replace him as president after he died in the Groznyy bombing, and Colonel Alu Alkhanov won subsequent elections.

According to ACPC, the Kremlin rigged both elections and the Chechen political figures it backed were Russian pawns. After Maskhadov's assassination in March 2005, Kadyrov allegedly told the press that one of the rebel leader's bodyguards had accidentally shot Maskhadov, but Kadyrov later said his statement had been a joke. The ACPC regarded Maskhadov as a moderate leader who could have successfully brought the Russo-Chechen war to an end because of his ability to act as a peace negotiator. ACPC says that the rebel forces don't have links to al-Qaida, and that the U.S. should support their efforts to create an independent Chechnya. Whatever the facts about connections between the Chechen rebels and the al-Qaida terrorist network, the rebels certainly include Islamist fundamentalists, including those affiliated with Wahhabism. Nevertheless, ACPC supports the Chechen rebel movement, apparently as a strategy to weaken Russia and establish better U.S. ties in the region-one of increasing geopolitical value and which has vast, unexploited natural resource reserves-including rich oil, gas, and hard mineral deposits. ACPC's governing committee includes a wide range of conservatives, neoconservatives, and liberal hawks, although the neoconservatives-most of whom have been associated with the Project for the New American Century-appear to be dominant. Among PNAC activists involved in ACPC are Max Kampelman, Richard Perle, Frank Gaffney, and James Woolsey.

What's striking about ACPC is that U.S. militarists and neocon strategists are supporting an insurgent movement that is not only nationalist but also largely Islamist. Although ACPC notes its concern about human rights violations by Russia, the committee appears to be more concerned with advancing U.S. geopolitics in this region with respect to Russia and secondarily with China. Funding

Financial information about ACPC is rather scarce for this organization. ACPC says that it doesn't accept funding from either the Chechnyan or Russian governments, or from businesses that invest in the former Soviet Union. (1)

In 2002, Freedom House received $175,000 from the right-wing Smith Richardson Foundation, designating ACPC as the recipient. (10)

Every time there is a terrorist attack, the nations blamed say that it was a “false flag” operation. This is what America did to cover up My Lai. We were lying. Germans claimed Poland invaded Germany in 1939. An educated guess is that 75% of terrorist attacks we hear of were staged, never happened or were done by “radical groups” that were first infiltrated, then controlled and eventually financed and supplied by intelligence agencies. Intelligence agencies are, in actuality, the biggest terrorist organizations in the world. The CIA has blown up more buses, airplanes and markets than any almost anyone else. The Mossad may be number one, followed by, well, everyone, the RAW, ISI, MI-6, IRA and dozens of others.
Either directly or through idiots, clones (operatives using false identity to look like “terrorists”) or through simply doing it themselves, these groups promote national policy by destabilizing nations, swinging elections or defaming religious, national or political groups by staging attacks and using the press to place the blame. The popular video game Call of Duty Modern Warfare 2 even has a terrorist attack on a transportation center in Moscow built into it, a “false flag” attack. Today, the real thing happened.

FRANCESCO COSSIGA, FORMER PRIME MINISTER, PRESIDENT AND MINISTER OF THE INTERIOR OF ITALY SPILLS HIS GUTS
With communism threatening to overrun Europe, NATO set up terrorist groups under Operation Gladio (short sword) to act as guerrilla armies in case Europe was overrun. As this became less and less likely, intelligence services began using the terrorist groups meant to fight Russia to manipulate politics in Europe through terrorist acts, such as bombings. We wouldn’t know the details if Cossiga, one of the planners of Operation Gladio, hadn’t spilled his guts about this and other “false flag” operations in Europe and elsewhere. This is what Cassiga told Robert Maroni, Italian Minister of the Interior about methods employed to control civil protests in Italy:
“Maroni should do what I did when I was Minister of the Interior.
“University students? … infiltrate them with agents provocateurs … and let the agents provocateurs devastate shops, set fire to cars and put cities to the sword for ten days.
“Then, having won the sympathy of the public … the police should pitilessly beat the shit out of protesters and send them all to hospital. “
One of the operational leaders of Operation Gladio, representing NATO with the CIA, was Vincezo Vinciguerra who stated under oath:
“You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game. The reason was quite simple. They were supposed to force these people, the Italian public, to turn to the state to ask for greater security. This is the political logic that lies behind all the massacres and the bombings which remain unpunished, because the state cannot convict itself or declare itself responsible for what happened.”
When the Italian parliament investigated, a number of allegations arose. It seemed that one of the Gladio operations was a train bombing in Bologna in 1980 which killed 85 people. This was supported by both physical evidence and significant testimony. It was also discovered that “Palestinian terrorists” operating in Europe including Abu Nidal were working for the CIA and Mossad. Investigations by the Italian parliament reported the following about Stefano delle Ciaie.
A neo-fascist group tied to extremist Masonic lodges in Italy had formed a political action cell called “P2.” Though none of this was reported in the US, this group, tied directly to NATO intelligence services was linked to terrorist acts throughout Europe and even in South America. The report reads as follows:
“In December 1985 magistrates in Bologna issued 16 arrest warrants, including at least three to P-2 members, accusing members of the Italian intelligence service SISMI of first planning and then covering up the Bologna bombing. One of these 16 was P-2’s leader Licio Gelli, who had spent most of the post-war years in Argentina. A small group of anarchists, penetrated by delle Chiaie’s man Mario Merlino, were blamed at first for the Piazza Fontana bombing, even though Sismi knew within six days that delle Chiaie was responsible, and Merlino had planted the bomb.”
THE “BUZZ WORDS” OF MURDER
We now use terms like “Low Intensity Conflict” and “Surrogacy Warfare” to describe terrorism operated by governments against either foreign governments or, more often, their own people. Most “false flag” attacks are used to influence elections or to push through “Patriot Act” and “FISA” type legislation or to justify acts like the invasion of Iraq. Control of both the press and any potential investigation makes such operations a mainstream effort of national policy, so commonplace that those who work in intelligence or at the highest levels of law enforcement automatically write off major terrorism incidents as staged.
In Vietnam, Operation Phoenix was terrorism, meant to kill civilian “communists” including doctors, nurses, teachers and even religious leaders. We ran similar programs in Central America for years, killing thousands, nuns, reporters, union leaders and moderate politicians we were afraid would eventually join with communists. It was a horrible embarrassment to the CIA that the “communist dictatorship” in Nicaragua was voted out of office in an open election they sponsored. We had been running death squads throughout that country from our bases on Honduras for years.
Similar operations have been staged all over the world, from Chile to Korea to Indonesia, the Philippines and the United States. Half the bombings during the 60s and 70s were planned or influenced by “informants” or “agent provocateurs” as described by Cossiga. The massive infiltration of the militia movements of the 80s and 90s brings the Oklahoma City bombing into question.
EVERY DAY, ALL OVER THE WORLD
If a train or bus blows up in London, it is best to look at who is visiting, what political party is going to gain or what scandal needs to be pushed off the front page. In India, the Mumbai attacks, blamed on Pakistan, did nothing for Pakistan. Who gained? Israel gained as did India, gained massively. When a school is blown up in Pakistan and blamed on the Taliban, Pakistan doesn’t believe the Taliban had anything to do with it. When Iran is attacked from Balochistan, it knows nobody in Balochistan planned the attack.
Yes, there are real terrorists, people without hope who are pushed to extremism through exploitation, often by religious fanatics or hucksters. For every Maddrassa in Pakistan, there is a church in the US, perhaps ten, advocating beliefs that can lead nowhere but to violence.
BREEDING TERRORISM AT HOME
Radicals within the United States have always been a serious problem. A good analytical tool is the simple public poll. It reveals how gullible a population is and how easy they would be to fool. The primary groundwork for terrorism is control of the press and the molding of public opinion. With foreign governments with highly suspect intelligence agencies infiltrating the press, as they have in the United States, there is little doubt that providing cover for “false flag” terrorism is in the cards.
A RECENT HARRIS POLL REVEALS THE FOLLOWING BELIEFS BY ONE AMERICAN PARTY DEEMED “RIGHT OF CENTER”:
  • 67 percent of Republicans (and 40 percent of Americans overall) believe that Obama is a socialist

  • 57 percent of Republicans believe President Obama is a Muslim
  • 24 percent of Republicans believe President Obama may be the AntiChrist

The basic rule is simply this, if terrorists suffer as a result of an attack, bring down massive retaliation, if new laws are passed or a public is aroused, then we are probably dealing with a “false flag” attack, not a genuine terrorist act. If a terror attack, such as the phony “Crotch Bombing” in Detroit are staged and individuals tied directly to security agencies make millions in profits overnight, you can be absolutely certain, no questions asked.

The USA and its allies want to surround Russia, weaken Russia and control the oil in the Caspian.

5. The "Chechen conflict began at the precise moment the USA-UK began their encroachment on Caspian oil reserves during the mid-1990s." (Terrorism suspected in deadly Moscow metro blasts, death toll rises)

6. The USA does not want to see the emergence of a group of rival states which could include Russia, Iran, China, India and Brazil.

On 28 March 2010 we read that the "Russian ambassador to Tehran Alexander Sadovnikov on Sunday described Moscow-Tehran relations as 'excellent', the official IRNA news agency reported.

"Despite the West's pressure on Russia, Moscow still supports a diplomatic solution to Iran's disputed nuclear program." (Russia hails Moscow-Tehran relations as "excellent": envoy )

7. The CIA seems to be flooding Russia with Afghan heroin, causing immense problems for Russia.

"NATO and Russia clashed on 24 March over how to tackle the drug problem in Afghanistan.

Suicide bombers or agents of the security services?

If female suicide bombers were involved in the Moscow Blasts, we should remember that the CIA and its friends have a reputation for brainwashing Moslems into becoming patsies.

If any agents of the Russian secret service are involved, then we have to suspect that they are working for the CIA and its friends.

Viewed in splendid isolation, the subway attacks could be interpreted as home-grown false-flag work. But they did not occur in isolation. There are two related contexts: the CIA's war on the Cheka, which began almost at the outset of the US drang nach osten in the early 1990s, with a wave of targeted assassinations in Russia's former Caucasian republics; and the tightening grand encirclement in which the full-range of sub-military actions have been implemented, from the narco-war to the now routine deployment of explosives. My strong suspicion is that Washington ultimately intends to deploy both carrot -not excluding NATO and EU membership - and suicide bomber to split Moscow from Beijing, with the latter held as the ultimate target.

Just to give the reader some idea of what I'm getting at, here's an extract from an essay I began 10 years ago:

Victor P. Polyanichko, a former journalist and Red Army member, had served as Moscow’s “special counsellor” to President Najibullah (1) for three years, 1985-88, at the height of the CIA-orchestrated war against Afghanistan’s Russian invaders – an invasion the US worked assiduously to provoke, as Zbigniew Brzezinski was later to boast (3). Post-Kabul, Polyanichko had served as number 2 in the Azerbaijan party apparat, where he was accused – by the CIA’s paper of record, the New York Times, no less - of inciting ethnic warfare between Azerbaijan and Armenia over the disputed region of Nagorno-Karabakh (4); and survived, in May 1991, a grenade attack at his office by unidentified humanitarians doubtless resolved to give peace an even better chance than their intended victim (5).

In June 1993, Polyanichko was appointed by Yeltsin as senior administrator “in the embattled Russian Federation republics of Ingushetia and North Ossetia” (6). Polyanichko had gone to Vladikavkaz at the beginning of August to mediate settlement of a bitter conflict between the Christian Ossetians and Muslim Ingush. He had proposed ending hostilities by resettling the 80,000 Ingush driven out of Ossetia the previous year after the former had sought, as the conventional story had it, to regain land and political recognition stripped from them by Stalin during WWII (7). The New York Times – as noted above, ever the dutiful servant of the CIA in such matters - was to omit all reference to this reason for Polyanichko’s presence in Vladikavkaz; and erroneously claim that the dispute he sought to end was between North Ossetia and Chechnya, not Ingushetia (8). Chechnya, of course, was of special interest to the Agency: Jihadists, trained by Langley’s ISI proxies in the same camps as the Taliban and Al Qaeda (9), were there engaged in a bloody insurgency designed to prevent the establishment of a projected Russian pipeline (10).

On the outskirts of Vladikavkaz, Polyanichko’s motorcade was raked by machine gun fire, killing not merely Polyanichko, but also an unnamed bodyguard; Major-General Anatoly Karetsky, the commander of the region’s resident Russian army corps; and an unnamed “official of the Russian Security Ministry” (11). The Ingush president, Ruslan Aushev, denounced Polyanichko’s murder as “a provocation which shows the danger threatening anyone who tries to solve the problem of the refugees” (12).

Polyanichko’s slaying was only the latest in a regional string which claimed the lives of both active and nominally retired senior Soviet-era intelligence officers. In Armenia, only weeks before, seventy year-old Marius Yuzbashian, head of the Armenian KGB for a decade (1978-1988), had been “shot three times in a park near his home” (13); while in June, Ambartsum Kandilian, a former head of Armenian railways by now lecturing at the country’s national security school, had been assassinated in his car (14). The assassinations point us to the dark, and, in the West, necessarily unexamined, heart of the grotesque oxymoron that is “liberal interventionism”: The assassinations, terrorism and organised ethnic pogroms which are the essential preludes to, and pretexts for, militarised “humanitarian” intervention by America and its client elites in Europe and elsewhere.

Four days later, the State Department moved to capitalise on the successful Polyanichko hit, which could now be seen for what it was – the raising of the curtain on the next act of the intended global spread of Pax Americana, this time to “a vast region of ex-Soviet republics” (15).

On 5 August, at a briefing for representatives of the US foreign policy establishment’s more literate mouthpieces, the State Department unveiled its blueprint for the long-planned direct US military interventions throughout the former republics of the Soviet empire. Directive 13 paid lip service to the key euphemisms and tenets of “liberal interventionism” – US invasion forces “must be welcomed by all parties to the dispute, adopt a neutral stance, respect all borders, preserve democratic policies;” and their stays must “be of finite duration and remain under strict political control by UN officials in New York” (16) – but no one was fooled, certainly not in the European chancelleries in which the charter for invasion was already circulating, or Moscow, where it had likely arrived even earlier, either through espionage or deliberate leak (17) : The American drang nach osten, begun unofficially several years before by trailblazers like General Singlaub, was set to become government policy.

As part of the US offensive, the Director of Central Intelligence was despatched to Moscow no doubt to offer emollient words on, we may safely assume, and among many other matters, Directive 13. James Woolsey could be forgiven an air of confidence in his meetings with Yevgeny Primakov, the head of the SVR (17): Russia looked terminally weak and divided, and its once-feared intelligence bureaucracy, passive and ineffectual. Woolsey was to receive a rude awakening.

If ever the people of the post communist Soviet Republics wanted to know what illness western style "democracy and freedom" had in store for them, the western backed plundering of the 1990's that gave rise to an even more powerful Red Mafiya and the arrival of dozens of Oligarchs was the antidote to their delusion.

.... But the problem is that is the plundering Oligarchs - largely loyal to those 'Western Values' of that Chatham House Pratt on another thread - that wield decisive power - not the people of those Ex-Communist Republics - and so it goes on.

I'm impressed with Paul's Essay too - talk about prescient. The trajectory of global US/NATO policy wrt to Russia really is crystal clear to anyone prepared to remove the blindfold.
