When the Home Secretary stood up in Parliament this week you could almost feel the collective shudder running through Whitehall.
As she announced a national child sex abuse inquiry, one phrase alone would have struck fear into the heart of many a pen-pusher.
The inquiry, promised Theresa May, would be conducted in a spirit of "maximum transparency", a concept so alien to some Whitehall *bureaucrats that she may as well have ordered them to dance around in their underpants.

For far too long, the authorities have managed to keep a lid on some of the darkest secrets in Government and protected establishment paedophiles in the process.
Establishment paedophiles, including MPs, were given a "get out of jail" card and abused children didn't matter. Dodgy reports were fed into the shredder, police investigations shut down, requests for information repeatedly blocked and important files on establishment sex abusers conveniently lost. It's only down to the persistence of journalists such as the Daily Star Sunday's Jonathan Corke that any light at all has been shone on attempts to cover up some of these unforgiveable crimes.

Remarkably, Smith was first investigated in the 1950s. Police continued to investigate him up to 1998 when it was recommended that he be prosecuted. But nothing happened.
The Crown Prosecution Service decided not to prosecute despite police being certain of his guilt.
This is not the first time cover-ups of this kind have been exposed.
Sir Peter Hayman, a *decorated British diplomat, was let off after being found with extreme child porn.
Paedophiles in high places have been pardoned for far too long and public fury demands change.
The inquiry has a difficult task ahead. Judges, politicians and all manner of establishment figures will be looking over their shoulders.
It's time the truth caught up with them and a clear message sent out. No one is above the law.

It is disgraceful in view of the weight of the evidence available against Cyril Smith, that the decision not to prosecute him was reached twice - once in the 1960's and then again in the late 1990's.
It's not a comedy of errors but rather the usual complete Establishment coverup.

Some very useful references were suggested by commenters which have shed some light on the festering murk of the late Peter Manton former Vice-Dean of Jersey's Anglican Church former Senator in the Jersey parliament and child rapist.
I quote some of the facts we were referred to below.
The information is taken from the book Encyclopedia of British and Irish Political Organisations', by Peter Barberis, John McHugh and Mike Tyldesley.

Founded in 1974 as an anti-immigration association with links to the National Front [639] and the Monday Club [116]. WISE was led by Joan Mason, a former civil servant. Other members have included Lt. Col. Robert Gayre, of Gayre & Nig, Brigadier Hugh McIntyre and the Revd. P.G. K. Manton. [Emphasis added] It opposes black immigration, calls for the repatriation of settled blacks and seeks to defend' white culture against alien influence. Our evidence has been passed to the multi-agency investigation into Savile, now believed to have collected the accounts of 200 victims.
A team of 10 from the Met's Operation Yewtree are leading the probe, with help from regional police forces, the NSPCC and former *detective Mark Williams-Thomas, a child protection expert.

Officers are ready to arrest Savile's suspected accomplices *including child abuser Gary Glitter. Convicted paedophile Jonathan King also is likely to be quizzed.
Sources close to the investigation believe the complaints that have emerged so far are the tip of the iceberg. And others are STILL in fear of their lives despite Savile's death a year ago aged 84.
Our source said: "He boasted of knowing gangsters and men who you wouldn't want to double cross. It is likely that some had been threatened with the IRA.
"They are still worried about *coming forward.From all of the evidence *gathered there is a clear picture *developing of someone who not only abused vulnerable children but intimidated them and left them fearing for their lives."
Terror was just one weapon used by Savile to stifle threats as he *systematically abused children from 1959 to as late as 2006.
The others were charity work and becoming a TV institution. Each enhanced Savile's reputation so anyone accusing him knew they faced being vilified.
Both activities also gave him easy access to young flesh.
Savile, a Roman Catholic who was once blessed by The Pope, was a regular visitor to Ireland using his charity work as a cloak. He made IRA threats during a meeting 12 years ago when our *journalist was a local *reporter on the Bucks Herald.
Savile was a volunteer helper at nearby Stoke Mandeville Hospital and was upset about the death of a local figure who he had known for several years.
There was a rumour the man had died after being mugged in the street.
The TV bigshot demanded the names of the thugs responsible.

When asked to explain he then made his boasts of his IRA *connections. Savile *added: "You don't get blessed by the Pope for nothing."
We told Mr Williams-Thomas of Savile's threats and the investigator said: "The pattern of behaviour which has emerged is that Savile's victims felt in great fear of him and this has *prevented many from speaking out then or ever since. Having researched Savile and knowing what I know, their fears were and are very *genuine." He said it was possible some victims are yet to come forward because they still have reasons to be afraid.
Savile also boasted of his use of *violence and links to gangsters when filmed for a BBC Louis Theroux documentary.
Talking of his time as a dance-hall boss in Leeds in the 50s, he said: "I was always in trouble with the law for being heavy handed but I couldn't care less.
"I never threw anyone out. I tied them up and put them down in the bloody boiler house until I was ready for them at about two o'clock in the f***ing *morning. They'd plead to get out.
"Bo***cks to them. We'd tie them up and then come back. I was the judge, jury and executioner.
"If a copper came and said, You was a bit heavy with that kid or those two guys,' I'd say, Your daughter comes in here. She's 16. She's not supposed to come into town but she does and she comes here. I presume you'd like me to look after her. If you don't, then tell me and I'll let them dirty slags do what they want to her.'"
He said the police would reply: "All right, Jim. All right."

He hinted about underworld links in 1983 newspaper interview: "I never get physical personally. Let's just say that while I'm in Edinburgh very dodgy things happen in London.
"I am just waiting for a call from Hollywood offering me the lead in the remake of The Godfather."
He is known to have visited Ireland annually between 1968 and 1981 to lead fundraising walks for the Central Remedial Clinic in Dublin CRC.
The investigating team are also studying evidence concerning a number of high-profile figures in the BBC, in business and at the top of organisations friendly to Savile.
It is feared they may have been involved in an institutional cover-up of sexual abuse.
Another man reportedly facing arrest is one of Savile's BBC staff who is accused of working as his *accomplice in abuse and raping a former beauty queen.
The woman was 23 when she had consensual sex with Savile in the back of his caravan in 1970 after writing to him asking for work experience. A week later she was invited back to the BBC by this colleague.
He then violently attacked her in a locked storeroom.
She alleges Savile conspired with the man who assaulted her.
A source close to the investigation told the Sunday People: "What we've heard so far about Savile is the tip of the *iceberg. It is clear there are people high up in organisations that either knew, suspected or turned a blind eye to the fact one of Britain's biggest TV and radio stars was a prolific paedophile."
It also emerged yesterday how Savile's reign of terror and fear extended to his own family.
His sister turned a blind eye to his abuse of her granddaughter, it was *claimed.Caroline Robinson, 49, said Savile, her great-uncle, twice sexually assaulted her as a young girl aged 12 and again when she was 15.
She said that even today the smell of cigar smoke "makes my flesh crawl".
But she said close family members who knew, including her grandmother Marjorie Marsden would be bribed with lavish gifts in return for keeping quiet.
Caroline said: "Uncle Jimmy gave Marjorie everything she wanted. She was interested in Egyptology so he bought her a house on the Nile. He paid for the best lawyer for her divorce. He paid for her to live in a smart BUPA care home near his flat in Roundhay Park in Leeds before she died in 2006.
"She had private medical insurance and a cottage in Llandudno, courtesy of Jimmy.
"He bought her a caravan on the coast there. If Marjorie had blabbed, Jimmy would have had nothing. No fame, no money. In fact, he'd have been in jail. And Marjorie would have had nothing too.
"What Jimmy did to me was terrible. But the most unsettling thing of all is that Grandmama, whom I loved dearly, knew exactly what was going on and she kept her mouth shut because Jimmy paid for her *silence. She always referred to him as her next of kin'. The camp that has closed ranks and kept silent about all this are those who have benefited financially from him."
Mr Williams-Thomas is working on a follow-up to the ITV documentary Exposure: The Other Side Of Jimmy Savile.

The gun used to murder BBC presenter Jill Dando was used in a gangland execution several years later, a former police officer has claimed.
The officer, who remained anonymous, claimed that a link had been discovered between Ms Dando's killing and a shooting in Liverpool's docklands several years later, the Mail on Sunday reported.
Ms Dando, 37, was fatally shot outside her home in Fulham, west London, on 26 April, 1999, just moments after stepping out of her car.
Barry George was jailed for her murder in 2001, but his conviction was overturned in 2008 following the emergence of new evidence. No one else has been charged.
The police officer told the Mail on Sunday that the murder weapon was used a second time in Liverpool: "It was said that the same gun and/or a near identical bullet was used for another point-blank killing.
"The crimping marks on the bullet were said to be very similar. Recycled guns can be extremely volatile and can explode if not handled right. They are meant to be used only once at close range."
He claimed the link emerged during an investigation by Merseyside Police in 2004, during which an undercover officer infiltrated a Liverpool drugs gang and recorded conversations with other members who mentioned Ms Dando's name.

The source said that the undercover officer asked the gang members: 'You know what happened to Jill Dando?"
One replied: "We got asked questions about that. Even my bird claimed: Crimewatch: you know about her, don't you?' All I said was I knew there was a contract out on her, I think it came from Scotland.
"These other bullets were supposed to be the same as those that killed Jill Dando."
According to the newspaper, the former officer also said the Metropolitan Police were sure the murder was undoubtedly a targeted hit by a professional hitman.
He said: "When she was shot we checked out gangland links and leading gunsmiths for any evidence of criminal activities. We all knew it was a professional hit.
"We were told to concentrate on the bullet rather than the gun. It was a 9mm reactivated pistol but the bullet was custom-made by a specialist. It had a deliberately reduced charge."
A spokesman for Metropolitan Police said: "This case remains an unsolved murder. But, obviously, if any new evidence is found then we may be interested."

There seemed to be a bizarre, if not unnatural synergy between them, a correlation that appears to have escaped the authorities and the media, until now.
It's known that Broadmoor's esteemed patron, Sir Jimmy Savile, had befriended one Peter Sutcliffe, known as "The Yorkshire Ripper", who was moved to the secure mental hospital in Berkshire following his mass murdering spree.Jim'll Fix it: Serial killer Peter Sutcliffe meeting with Frank Bruno, arranged by… Sir Jimmy Savile.
Sir Jim even fixed a meet-and-greet between the Ripper and boxing champ Frank Bruno at Broadmoor in 1991, when Big Frank came to open a boxing gym inside.
Pals Jim and Pete shared a passion for predatory, sadistic and violent sex practices. Nurses at Broadmoor can testify to hearing Sir Jim booming with laughter at the Ripper's jokes coming from inside Sutcliffe's cell.
But how did we miss this one: multiple murder crime scenes put Sutcliffe uncomfortably close to Savile at multiple locations in Leeds at the time of the murders a realisation which places Sir Jimmy squarely in the frame with the Yorkshire Ripper.
According to the Sun's Professor David Wilson, one of Britain's top experts on serial killers, police must now investigate whether or not the pair's unusual bond developed before Sutcliffe was caught. The Sun article explains: "Another crime expert even thinks BBC star Savile could have turned killer himself in his craving for more and more perverted thrills. And the family of Sutcliffe's first victim are demanding that cops question the killer, now 66, to find out if Savile was involved in any of the 13 Ripper murders or helped cover them up."
The newspapers pushing the envelope on the Savile-Sutcliffe connection this past weekend were the Sunday Sport, the Sun and others with broadsheets staying mostly clear of the that angle.
There is also the assertion by the Sunday Sport that Jimmy Savile may be connected with the murder of Crimewatch's Jill Dando, of whom it's been said was threatening to expose Savile's paedophile activities nationally at the time. If there is a link here, then the media should also revisit the show trial of Barry George, the mentally ill patsy who was originally charged with Dando's killing, but was eventually acquitted for the murder in 2008.
Savile also boasted of his use of *violence and links to IRA gangsters when filmed during Louis Theroux's infamous BBC documentary.
More interestingly, however, is that the Sunday Sport and Sun's revelations appear almost verbatim from an Oct 11th interview on the UK Column Live show where award-winning filmmaker Bill Maloney of Pie and Mash Films had previously laid out out a damning case detailing the clear connection between Jimmy Savile and Peter Sutcliffe.
Maloney explains, "After the release of our documentary Sun Sea & Satan in 2008, a victim from Haut de la Garenne came forward with the names of Jimmy Savile and Wilfred Brambles (of Steptoe & Son). Later, in September 2012, a month before I did the UK Column Live interview with Brian Gerrish, I realized that there is horrendous information that the National press are not disclosing."
Filmmaker Bill Maloney has been somewhat of a trailblazer in the arena of child abuse activism in the UK, through his personal crusade against chronic institutional child sex abuse throughout the UK, but most his work had fallen on deaf ears when it came to the mainstream media, until now.
Filmmaker Bill Maloney: knew about Savile long before the mainstream media and the BBC would admit it.
"We're at the point now where the mainstream media is beginning to admit that the child abuse and paedophilia issue is not just about one man Jimmy Savile, but admitting to a wider systematic problem, because they've been forced into it by the alternative media such as ourselves", says Maloney.
Among other revelations and connections, the Sunrevealed that Sutcliffe victim Irene Richardson was killed in 1977 only yards from where Jimmy Savile demanded oral sex from his paperboy, and another murder victim was knifed by the Ripper in front of Savile's other Leeds home at the time.
Allegations first surfaced following the infamous ITV documentary where Savile sexually abused inmates at hospitals to which Sir Jim had his own set of keys. This is crucial, as both Savile and Sutcliffe, it seems, shared their dark enthusiasm for necrophilia. So investigators might consider here, the uglier possibility that Sir Jim could be involved in multiple murders, perhaps even whilst on duty, roaming the halls of the infirmary, looking for or worse, creating, a freshly deceased, and still warm' fix. It's safe to say that the mainstream media ignored much of the research carried out by the alternative media researchers like Bill Maloney who looked into crime scenes like Haut de la Garenne, and has not properly explored the links between serial predators like Savile and known serial killers like Sutcliffe.
Thus far, it's the tabloid press' namely the Mirror, Express, Sun, Daily Star, and Sunday Sport, who have taken on the more risky angles of this story, whereas editors at the Guardian, The Independent, Telegraph and Times have mostly stayed clear of dirty aspects of Savile like necrophilia, murder, and his affection for the Yorkshire Ripper. Perhaps they feel it's too grim, and something reserved for the gutter press.
What is clear now, however, is that this is officially a national emergency which requires all hands on deck' from a press and media point of view.
But we have an even bigger theme now in play with the Savile-Sutcliffe link. If Savile is eventually linked to Sutcliffe or any other Savile murders turn up, then anyone who covered for Jimmy including the BBC, would, in theory, be guilty, in theory, of aiding and abetting a mass murderer.
Everyone over the years it seems, the police, the press even the great BBC, all covered for Jimmy Savile. Why? Because he was a fixer'. ….
