I rarely read anything by Peter that is less than thoroughly impressive. His grasp of deep politics is superb - and we're delighted to have named this forum after his use of the term "Deep Politics" with his blessing.
The shadow is a moral problem that challenges the whole ego-personality, for no one can become conscious of the shadow without considerable moral effort. To become conscious of it involves recognizing the dark aspects of the personality as present and real. This act is the essential condition for any kind of self-knowledge.

What struck me right between the eyes (given my former professonal proclivities) in the PDS piece was this line:

I do recall recently chasing In some post-Seymour "Last Circle" research) and brushing by some possibly supportive findings for the idea that FEMA itself was originally funded with narco-dollars. There is more, of course, to be found in the Reagan-ite use of emergency management through the California Special Training Institute and the LEAA and the absorption of some of the people and ideas behind a War College paper on the suppression of urban rioting; these folks were Reagan campaign aides and Bush 43 campaign aides. A fellow names Morales did a lot of the original research.

Skeptics who continue to assert that the economic plight of the United States has been overstated need not look further than the Pentagon to find out just how wrong they are. CNBC has learned that the Pentagon is currently playing out "war games" pertinent to an American economic meltdown.

According to CNBC, "The Pentagon is planning for real economic threats to America."

CNBC's Business News analyst Eamon Javers explains:

Ever since the crash of 2008, the Defense Intelligence establishment has really been paying a lot of attention to global markets and how they could serve as a threat to U.S. National security interests. At one upcoming seminar that we're going to see here next month, they're going to be taking a look at a lot of the issues … [including] the use of sovereign wealth funds to manipulate markets, currencies; nation state economic collapse, sovereign default, nation state instability; U.S. Allies' budgets, deficits, national security infrastructures.

Similarly, the Army has launched an operation called "Unified Quest 2011" in which it studies the "implications of large scale economic breakdown' inside the United States that would force the Army to keep domestic order amid civil unrest.'" The Quest also trains the Army in how to "deal with fragmented global power and drastically lower budgets."

In October, the United States Marine Corps visited J.P. Morgan to "study markets and the economy."

Javers concludes:

All different parts of the Pentagon and Defense Intelligence establishment are looking at markets and looking at ways they can present a new kind of threat to the United States. These are the guys whose job it is to think of the worst possible things that could happen.

According to Wired.com, the Army hosts a Unified Quest every year, which entails "the Army's chief of staff [instructing] talented mid-career and senior officers and senior enlisted (wo)men to evaluate where the service is falling short and propose remedies."

However, the 2011 Unified Quest lends truth to assertions that the United States is indeed not witnessing an upward economic recovery, as so many in our federal government have asserted. Soldiers are being trained in evacuation and detainment as a response to rioting, revealing the possibility that the United States military may resort to martial law in order to maintain order.

Unified Quest 2011 also prepares soldiers to act as diplomats in the event that there is a limited availability of diplomats at combat outposts, or on the streets contending with hungry and angry Americans. Wired.com writes, "There's a strong consensus that negotiations ought to be part of the Army's toolkit something backed by a ream of recent doctrinal manuals and various short courses in negotiation at the Army's many schools."

Blacklisted News explains that the Pentagon's war games are just one of many examples that show the direction in which the world is headed. Others include the decentralization of FEMA from a single distribution facility in Washington to 15 regional facilities across the nation. Blacklisted News also claims, "Anecdotal evidence indicates that the U.S. government has been the leading buyer of freeze dried foods for the last couple of years, and private emergency shelter contractors have reported a shortage in equipment and supplies for building personal-sized bunkers."

Other global powers are apparently preparing for "Doomsday" scenarios. Russia has reportedly been preparing for the development of 5,000 new underground bunkers for the city of Moscow, while the European Union commissioned the building of a "Doomsday Seed Vault" in a mountainside several hundred feet above sea level in 2006.

Additionally, FEMA's website recommends that American families have emergency preparedness supplies readily available, including food and water, for at least several weeks.

Albarelli's "Terrible Mistake" [page 371] details the genesis of the MK-Ultra chemical experimentation and more in the SS/Das Ahnerbe/Dachau experimental experience, described and documented in the Army G-2 cache of documents found in a cave (The Little Devil's Hole) in Pottenstein, which were studied intensely before being shipped to the Army's Edgewood Arsenal and Camp Detrick. Page 372-373 notes that Sandoz was located only 248 miles away in the nexus of the trinity of corporate pharmacia [Hoffman-LaRoche, Sandoz and Ciba-Geigy] in Basle (or Basel), a locale which also plays a prominent role in Dulles' wartime movements and presence in Switzerland. Sandoz was the original source for LSD-25, at the heart of the CIA's search for a "truth serum" and mind control. They developed a domestic source through Eli Lilly and Co. of Indianapolis, where and avbout the same time that a fellow named Jim Jones started preaching before he went to LA, and then on to Jonestown. [Stay away from the Kool-Aid.] In his book "The Secret Surrender", on page 57, Allen Dulles describes the "loss" or disappearance (on 2/25/45) in the Colmar pocket of a safe filled with highly important military papers as discussed with the G-2 of the American Sixth Army. Basel, of course, is also the home base for the Bank of International Settlements which, as noted on page 218, played a role as a secret back channel to Washington in April 1945 for Japanese diplomats wishing to negotiate a secret surrender. [That little process played out on the 6th and 9th of August, 1945.] The Bank of International Settlements is the mega-international clearinghouse for money movement among banks and is controlled by the coalition of Rothschild banks, the local variants here including JP Morgan, Goldman Sachs, and others, and the Fed.

US Government Report Argues for Police Force for American Interventions Overseas

US Government Report Argues for Police Force for American Interventions Overseas

President Barack Obama's declaration Tuesday that the US combat mission in Iraq is officially over may give some Americans hope that US foreign policy may become less invasive and adventurous, especially if American troops begin to return home from Afghanistan by the end of 2011. Yet, inside the defense establishment, some intellectuals continue to examine the need for the United States to build a paramilitary police force to deploy to fragile or failing states to restore security and order.

In May 2009, the federally financed RAND Corporation published a 183-page report, "A Stability Police Force for the United States: Justification and Options for Creating US Capabilities". The report, conducted for the US Army's Peacekeeping and Stability Operations Institute (PKSOI) at the Army War College, examined the need for a "stability police force" (SPF), which it described as "a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT) and investigations of organized criminal groups." Most soldiers do not possess the specialized skills an SPF officer needs to prevent violence, the report notes. "Most soldiers are trained to apply overwhelming force to secure victory, rather than minimal force to prevent escalation." The SPF would also train indigenous police forces, much like what occurs today in Iraq and Afghanistan.

According to the study led by Terrence K. Kelly, a senior researcher at RAND, the United States clearly needs an SPF. "Stability operations have become an inescapable reality of US foreign policy," the report states. The RAND report estimates that creating such a paramilitary police force would cost about $637 million annually, require about 6,000 personnel and that it should be headquartered inside the US Marshals Service (USMS), not the US Army.

"Of the options considered," the RAND report argues, "this research indicates that the US Marshals Service would be the most likely to successfully field an SPF, under the assumptions that an [military police] option would not be permitted to conduct policing missions in the United States outside of military installations except under extraordinary circumstances and that doing so is essential to maintaining required skills." The idea here is that members of an SPF would be a "hybrid force" and could be embedded in police and sheriff departments nationwide to retain their policing skills when not deployed overseas. When needed, a battalion-sized SPF unit could be deployed in 30 days.

This recommendation did cause a small number of libertarians to take notice of the report after it was published because of the Posse Comitatus Act, which forbids using the military for domestic policing inside the United States. Libertarian William Grigg blogged on LewRockwell.com that he feared that an SPF could be used domestically. "If 'peacekeepers' end up patrolling American streets, they probably won't be foreigners in blue berets, but homegrown jackboots commanded by Washington," Grigg wrote. Chris Calabrese, a legislative counsel for the American Civil Liberties Union, was less fearful of an SPF, but he told Truthout that the report's recommendation to headquarter "a super police force that would be deployed both foreign and domestically in the US Marshals Service" did violate the spirit of the Posse Comitatus Act.

"In essence, you have this force that would in theory be a civilian force that would be part of the US Marshal Service but they would be deployed as part of the Army and the military forces," Calabrese said. "That would be their primary deployment purpose. Their civilian purpose would be secondary. They describe it as a training purpose. So who does this police force work for then?"

Talking to WorldNetDaily in January, Kelly did say an SPF could be deployed in the United States, although that's not what their primary purpose is.

"If there were a major disaster like Katrina it could be deployed in the U.S. but that's not the purpose of the research," he said. "It's important to point out that the goal was to create a force that's deployable overseas. If it's to be used in the United States it would be a secondary thing and then only in an emergency."

The RAND Corporation would not make any of the report's authors available for an interview. Emails to the USMS asking for a comment on the report and its recommendations also went unanswered.

Calabrese also said there are practical concerns behind such a force outside of the Posse Comitatus Act. "It's also somewhat strange," he said. Calabrese wonders what would happen when SPF personnel get called up from wherever they're embedded to deploy overseas. "What happens to all the police work they're doing domestically?" he asked.

But the RAND report has more implications for the future of US foreign policy than it does about the militarization of police inside the United States. It signals that some defense and peace intellectuals believe that the United States will continue to intervene in fragile and failing states. After listing the stability operations that the United States has participated in since the end of the cold war - Panama (1989), Somalia (1992), Haiti (1994), Bosnia (1995), Kosovo (1999), Afghanistan (2001), Iraq (2003)and Haiti again in 2004 - the RAND report notes this trend will continue. "There are several countries where the United States could become engaged in stability operations over the next decade, such as Cuba and Sudan," according to the report.

While an SPF could be part of a multilateral response directed by the United Nations, the RAND report also imagines times when the United States will need an SPF to restore security and order in another country because it has acted unilaterally. "While there may be times in which allies make important contributions, to do so would be to limit US freedom of action on the international stage."

Robert Perito, a senior program officer at the United States Institute of Peace and the author of "Where Is the Lone Ranger When We Need Him? America's Search for a Post Conflict Security Force", believes a stability police force is necessary, especially after the looting and rioting that occurred in Baghdad after the US invasion of 2003. If the United States was able to prevent that disaster, the Iraq campaign could have gone differently.

"We have a proven need for a capacity that would makes things better if it existed," Perito said. "We refuse to do it and we keep ending up with a negative result."

The United States, however, once did have some of the capabilities of a SPF, said Perito until Congress scuttled it in 1974. The US Agency for International Development (USAID) once trained foreign police officers at the International Police Academy in Washington, DC. In a recently released paper from the PKSOI, retired US Army Col. Dennis Keller explains why Congress eventually ended US assistance to foreign police and closed the academy.

"Congress's growing opposition to USAID's police training and assistance programs peaked in 1973, the concern being that police trainers had allegedly approved, advocated, or taught torture techniques to civilian police in some countries, which in turn had damaged the image of the United States," Keller writes. While other departments like Homeland Security, Justice and State do train foreign police, Keller notes there is no SPF capacity and that the training is a bureaucratic maze, carried out by large contract police trainers, like DynCorp and MPRI in Iraq and Afghanistan.

He, like Perito, however, believes the United States needs a centralized, government-led policing capacity to restore order in a fragile and failing state before terrorist or criminal organizations fill the power vacuum and then transition to training police forces to carry out their public safety duties.

Perito says four federal agencies entities have recently put forth proposals to create stability police forces to deploy overseas. He said two of those agencies were federal law enforcement entities, but would not name them, although he said one does have personnel in Iraq.

"These are serious federal agencies," he said. "I don't have much of a fear that this is going to turn into a rogue force that goes wandering around getting into trouble."

Perito, however, is skeptical there is any real movement to create an SPF from the upper echelons of the US government. "I don't think this is on the president's agenda," he said.

"From my perspective, I really wish it was true, that this was moving forward at a rapid clip," Perito said. "But I don't think it's imminent."

FEMA is considering the following specifications (14M meals per day):
- Serving Size 12 ounce (entree not to exceed 480 calorie count);
- Maximum calories 1200 and/or 1165 per meal;
- Protein parameters 29g-37g kit;
- Trans Fat 0;
- Saturated Fat 13 grams (9 calories per gram);
- Total Fat 47 grams (less than 10% calories);
- Maximum sodium 800-930 mg;
Requested Menus to include snacks (i.e. fruit mix, candy, chocolate/peanut butter squeezers, drink mix, condiments, and utensils). All meals/kits must have 36 months of remaining shelf life upon delivery. Packaging should be environmentally friendly.

Scott begins by explaining he means by 'deep politics'. 'Deep events' he explains are events which, under a thin surface layer of explanation hide a set of motives and other actions so deep that they are unlikely ever to be completely understood. As examples he gives the assassination of JFK, Watergate or the attacks of Sep 11th, 2001. While the spectacular and deadly examples of these are the best known, there are innumerable such events; he gives an example from his own life of an act of terrorism addressed to someone he was going to interview. He tells how the shock of such a violent and unexpected event hindered his later recollection of this this small act of terrorism.

Our second hour continues with part 2 of Cindy Piester's interview in which Peter Dale Scott details various aspects of the rise of the US military industrial complex. He assess Eisenhower's 1961 warning of the ascendency of the ' military industrial (congressional) complex' as very a cogent one. We hear how elite money purchased control over the corporate media and facilitated the removal from the public arena of dissenting voices. We hear how this burgeoning power was used to prolong US wars of aggression and suppress the anti-war movement. We hear the importance of petroleum as both a source of both profit and fuel for the ever expanding US military, and their intimate relationship with the financial sector. Starting from post-WW2 Burma, he reviews some of the CIA's 70 year history of supporting the global trade in illicit drugs.

We break to hear the concluding 8 minutes of Dwight Eisenhower's valedictory address. In this remarkable speech from half a century ago, he warns of the danger of an "'immense military establishment and a large arms industry'", and warns of the need to "'guard against the acquisition of unwarranted influence... by the military industrial complex'". He notes that a steadily increasing proportion is directed to feeding the military machine, and that this must be checked by an alert and informed populace:

"The prospect of domination of the nation's scholars by federal employment project allocations and the power of money is ever present and is gravely to be regarded." Dwight Eisenhower , 1961-01-17

We then conclude with the remainder of Peter Dale Scott's interview. He continues to give something of an overview of the tangled web of what might be called the financial-narco-petro-military-political-terrorist complex, noting that the whole complex edifice rests upon the power of money. Some may find his information daunting, but it certainly serves as an antidote to simplistic thinking in this area, which is much larger and more connected to global events than the mainstream media admits.
