I have always believed that the targeting was for [at least] three purposes [in reverse order of import]
1] to be as far from the side the most powerful have their offices e.g. Rumsfeld and other criminals. Alternately, they could have just been 'away'....but it was known by a few that that was not needed.
2] to test the new reinforcements to the windows and walls - nothing like a real live test!
3] to target the Naval Intelligence wing and most specifically that part that does investigations. All the investigative files and many of the investigators were toast.

By the way, on the second url, why are all the posters 'banned', despite polite and sane posts?

I have no idea why. However, to find it on Google, I had to be detoured to the first url, and then the second page 'magically' appeared.

Seems as if this information is not supposed to be seen?
